- As you are most likely aware, Governor Strickland released his FY2010-11 budget proposal on February 2. The state faces a staggering budget shortfall between now and June 2011; and, as anticipated, OSU Extension and OARDC are faced with additional budget cuts. Specifically, the proposed budget for OSU Extension for FY10 is $21,018,608 and FY11 is $19,967,678; this represents a 10.9% decrease for FY10 and a 5% decrease for FY11. State support for OARDC will be reduced to $33,456,863 in FY 2010 (5.5% reduction) and $31,784,020 (5% reduction). Below is a table that shows the specifics of the proposed budget (from http://obm.ohio.gov).

- Total FY09 rescission equals $2.7 million. We have also self-funded salary increases since 2001. The FY09 rescission was effective via a 4.75 percent reduction in fall 2008 and a 5.75 percent reduction in January 2009.

OSU Extension is pleased that OARDC was exempted from the January 5.75% cuts due to exemption of all research lines; hopeful that there will be a greater recognition of Extension’s role in research.

OSU Extension is grateful that OARDC and Academic Programs will be providing some support to Extension, as Extension did for them in the early 1990s when they were cut more than we were at the time.
- State funding is key to OSU Extension’s total budget each year. State funding makes up 40% of our annual budget. In addition, 82% of OSU Extension’s overall budget is spent on salary and benefits. This compares well to other state Extension organizations, many of whom operate at 90% spent on salary and benefits.
